The Council of Europe (CoE) is the continent's main human rights defence organisation. It includes 46 member states, 27 of which are members of the European Union.
Among its strategic areas is the promotion of good governance, a framework that embraces the ELoGE methodology. Furthermore, in order to train local governments in their continuous improvement in the field of good governance, it has a complete centre of expertise.
